The legal framework SANAD's ratings are issued under, and the register of Libyan regulatory provisions that rely on credit ratings.
| Legal instrument | Scope |
|---|---|
| LCMA Board Resolution No. 38 of 2024 — Credit Rating Activity Rules | Licensing, conduct, methodology disclosure, performance reporting and supervision of credit rating agencies. The rules SANAD's rating activity operates under. |
| LCMA Board Resolution No. 39 of 2024 — Valuation Activity Rules | Rules for the asset and securities valuation activity — SANAD's second licensed activity, operationally separated from rating. |
| LCMA Licence — Decision No. (ع2) of 2026 | SANAD's licence for the two activities: credit rating of entities and financial instruments, and valuation of assets and securities. |
To date, no Libyan regulatory provision in force sets a minimum credit-rating requirement referencing licensed-agency ratings (for example for public-entity deposit eligibility, risk weights, or investment mandates). As such provisions are adopted, each will be listed in this register — legal act, purpose, and the minimum required rating — and only provisions actually in force will appear here.
This page is reviewed on every relevant regulatory change. For SANAD's own regulatory obligations and disclosures, see the Regulatory page.
