Subscriber access is granted per service under a digital engagement: submit a request, SANAD issues the engagement contract, and entitlements activate once the engagement is accepted and the applicable fee is settled. Data is served through authenticated endpoints with CSV export.
Data subscriptions are independent of rating outcomes. Restricted disclosure rows never enter the subscriber product, and subscriber access confers no influence over rating decisions.
